Overview / Responsibilites

Massy Wood is currently recruiting for a Mechanical Rotating Planner with extensive experience in the oil and gas petrochemical industry.

 

The Mechanical Rotating Planner will be responsible for effectively and accurately developing detailed job plans for Mechanical Rotating jobs and developing, optimizing, monitoring, controlling and reporting on schedules for all projects in accordance with the Project objectives and Client standards.

  • Provide support to project definition, Work Breakdown Structure (WBS) and skill resources estimate.
  • Conduct Field Site Visit to identify tasks related to the project for detailed planning.
  • Develop the Job Plans and associated supporting documentation according to the Job Planning checklist to ensure “safe to work” conditions during the Detailed Planning and Execution Phases of project.
  • Evaluate the OEM Manual, ISOs, P&ID etc. to develop project plans.
  • Develop detailed Scope of Works (SOW) for each Job or Project including services required (scaffolding, insulation, painting etc.) using Methanex SOW Template.
  • Estimate Resources, including but not limited to craft requirements, spare parts, equipment, materials, documentation, statutory requirements, and other special requirements for project execution.
  • Generate item request orders for all known stock and non-stock items and reflect delivery time within the plan.
  • Develop the Manpower schedule, loading and leveling during the life cycle of the project using MS Project.
  • Route Work Orders to Assigned Lead for approval in the CMMS.
  • Develop Risk Mitigation Plans for Jobs and Projects.
  • Develop Quality Checklist for all Jobs and Projects during the Detailed Planning Phase and identify "Hold" Points for quality checks during the Execution Phase.
  • Develop and Input Quality Checklist for sign-off and acceptance for each Job/Project during the Detailed Planning and Execution Phases.
  • Develop Cost Estimates using the Methanex Cost Estimation Templates for Turnarounds and Projects.
  • Estimate Cost of each Job or Project based on bottom-up estimation process for Project Phases.
  • Prepare Estimates for Costs Variations (negative or positive) and submit for approval.
  • Forecast Budget at Project Start and Completion.
  • Develop Action Plans to mitigate against cost variances (CVs) and project delays.
  • Recommend value management initiatives for Projects to stay within Quality, Scope, Schedule, and Budget.
  • Prepare reports and submit accruals on costs for incomplete Works at the end of each month and financial reporting period.
  • Applies sound Project Management practices to develop project schedules including activities prior, during and post asset shutdown.
  • Actively support the TAR & Projects team in the attainment of organizational goals in an effective and efficient manner through planning, organizing and scheduling resources using global maintenance planning policies, strategies, best practices, and procedures to ensure optimal use of resources.
  • Co-ordinate and Chair regular contractor meetings (Bid Clarification, kick off, link up, project controls and close out) to ensure there is common understanding and acceptance for planned schedules.
  • Co-ordinate scheduling meetings and prioritization meetings where necessary with TAR, Operations and Technical to mitigate risk to people, environment, and equipment.
  • Ensure schedules are communicated to all relevant stakeholders.
  • Monitor and guide schedule compliance and work toward improved efficiency. Ensure any changes are appropriately communicated.
  • Monitor and record compliance with the planned schedule, identify and report compliance issues and work with affected parties to resolve.
  • Review the CMMS database to ensure that all project scheduling information is complete and accurate. Update where necessary.
  • Ensure the schedules reflect the most cost-effective solution to meet Turnaround objectives and for the plant reliability.
  • Have general knowledge in the risk associated with the handling of chemicals and fluids existing in the plant.
  • Have general knowledge to the Safety Data Sheets for all chemicals used in maintenance activities.
  • Ensures awareness of safe and proper methods of handling and disposal of all plant assets and maintenance consumables to avoid any environmental adverse impact
  • Performs all other related job functions as required.

Qualifications

Education & Qualifications:

  • BSc. Mechanical Engineering with a minimum of five (5) years of Manufacturing experience in a process plant environment, two (2) of which should be in a Scheduling position.

OR

  • Engineering Diploma with a minimum of ten (10) years of Manufacturing experience in a process plant environment, two (2) of which should be in a Scheduling position.

An acceptable combination of academic qualifications and work experience may be considered in lieu of minimum requirements.

 

Competencies & Experience:

  • Minimum five (5) years’ experience in a planning role in the petrochemical industry
  • Experience with Mechanical Rotating Repair, Inspection & Testing as required.
  • Experience with Methanex permitting and safe work practices.
  • Experience with Methanex procedures and protocols.
  • Planning and Scheduling Experience.
  • Project Management training evidenced by qualifications.
  • Experience in Scheduling Projects within the Oil and Gas Industry:
    • Maintenance/TAR planning and scheduling.
    • Project Management (e.g., PMP).
    • CMMS Training – MAXIMO.
    • Microsoft Project or other Scheduling software.
  • Experience in cost management, contracts and contractor management, quality control, planning, scheduling, execution and close out.
  • Experience with management of change, managing issues, reporting and KPI developments.
  • Hazop Training, Safety Observation Skills, Working knowledge of Codes and Standards.
  • Effective time management and multi-tasking ability.
  • Ability and willingness to work in a challenging, team-based environment.
  • Ability to prepare analytical reports.
  • Good interpersonal and communication skills.
  • Microsoft Project, Outlook, Word, Excel, Project, PowerPoint, SharePoint, Power BI.
  • Valid Certificate of Good Character (must not be older than 6 months).
  • Preference will be given to national citizens or permanent residents of Trinidad & Tobago.
