Wood is currently recruiting for a Subcontracts Lead with extensive experience in the oil and gas petrochemical industry. The Subcontracts  Lead is responsible for developing strategies, plans and procedures for successful subcontract implementation and management in accordance with Company guidelines and ethics policies   The incumbent is required to maintain a focus on key deliverables and effective subcontract administration activities throughout the subcontract cycle from strategy development to final reconciliation and close-out activities including but not limited to the following: - Approves Bid Strategies, Invitation to Tender packages; provides contractual and commercial governance; - Approve bid plan strategies for materials, products, services and the like, which may be utilised by Massy WG projects; current or forecast; - Approve Subcontract services providers in conjunction with Client representatives as required; - Review empirical data to review performance feedback in respect of current approved suppliers of products and services providers; - Monitor Subcontractor Prequalification Questionnaires (SPQ); - Monitor responses and discipline review from QA/QC and HSSE and confirm accreditation status in respect of ISO 9001 2000, SToW, ISO 14001, ISO 18001, review of Quality Management System and HSEE Management System - Approve analysis of financial figures, follow up Credit Agency rating with (Dun & Bradstreet) or similar; financial metrics and weighting. Confirm Supplier country of registration; - Monitor application of the Supplier Information System (SIS) database; - Issue Expression of Interest (EOI) to prospective Bidders; - Monitor planning and estimate information to Project Controls; - Approve strategy document Tender Evaluation Plan (TEP) for materials, products, services. - Approve contract selection; - Approve outcomes of Massy WG’s Value Decision and Risk Management Model (VDRM) tender evaluation weightings; - Approve Tender Board information and Strategy Approval Request Forms - Monitor outcomes of Tender Board meetings, Review actions and assign responsibilities to team members; - Periodically review structure and completeness of Subcontract files; - Approve Single Source Justifications as required in conjunction with technical disciplines and Client representatives as required; - Approve selection of sealed bid or open tenders under Massy WG’s Tender thresholds; - Monitor application of Sealed Bid protocols; - Approve Invitations to Tender Documents; - Monitor responses to Tender clarification requests in respect of Tender documents; - Monitor records of Bid Opening with the record of all Tender Bulletins issued in respect of the Invitation to Tender; - Monitor compliance in respect of bid receipt under Massy WG Tender receipt procedures; - Monitor administration of Technical un-priced and technical priced bids; - Monitor timely completion of the Technical, HSSE, and QA/QC evaluation forms; bid clarification requests, and bid clarification meetings; - Approve Commercial Bid Tabs; price, commercial exceptions, guarantees, previous experience, sub-suppliers, and delivery terms; - Approve Recommendations to Award; - Approve Massy WG’s Tender Board application for approval of Contract. In conjunction with Client representatives; - Approve Standard Contract Form; - Approve Subcontract in Massy WG’s Operating System for Approval in line with Company’s Delegation of Authority (DOA); - Monitor outcomes of Kick-off meetings, Review actions and assign responsibilities to team members; - Manage Value of Work Done (VOWD), management reports and Variation Order Requests (VOR) claims and report variances, errors and omissions; - Approve Tender Board applications for Variation Order Requests; - Manage Performance Feedback reporting. Single contract/PO, monthly, quarterly, annually dependent on the frequency and complexity of the scope of supply/service; Approve Subcontractor performance improvement plans. - Approve claims in respect of Ascertained Damages in conjunction with the Supply Chain Manager, prepare Tender Board Application in respect of any claim for Liquidated Damages; - Approve Subcontract close-out.   VOWD, AP Reports, Contract Completion Certificates, and the like. - Addresses any immediate disciplinary issues with the Subcontracts Analysts and Subcontracts Coordinator; Completes with the input from the SCM Manager, the appraisals, both annual and interim, for the Subcontracts Analysts and Subcontracts Coordinator. - Maintaining accurate records in a high pressure environment; Ensuring Massy WG’s obligations to subcontractors are met; Keeping apprised of current business practices and market conditions in order to make appropriate subcontractor selection recommendations; - Effectively presenting information and responding to questions from groups of managers, clients, and customers. - Performs all other related job functions as required
